He hasn’t had any items for sale on eBay for weeks... he ignored all my messages and eBay and PayPal stepped in to refund me.

I was unable to leave negative feedback since I waited too long since I made the purchase. I would hope that he is done and this all caught up to him.

same here. Just opened up a refund request last week for a pre-ordered case of Bowman Jumbo after he didn't reply to my messages.

Here's hoping Ebay/Paypal come through and grant the request

Should not be any hoping. Buyers are almost always guaranteed a refund in these situations.

Only person I dealt with was overtimememerablia... he was in Jacksonville NC or SC forgot which of the Carolinas
