That's not a sign, that's a coach being a bitch. Fastpitch girls do that all the time by raising a hand for which way the catcher is setting up

Since when is stealing signs an issue at any level? We always had our bench focused on it, a way to provide value to your team while riding the pine. As long as your not using devices it's fair game. Signs and the stealing of them is a part of the game, irrespective of age. Switch your signs boys and quit your bitching.

They issued a warning during one of the games, but umpiring is not a strong suit in little league when it comes to things out of the ordinary like this.

At what point did it become "cheating"?? In the '80s when my brother played baseball it was a common thing for teams to steal other teams signs. It wasn't something you even tried to hide. Come up with more complex signs and they are harder to steal.

Do they even keep score in little league anymore or is it a participation trophy game now??

Guess I never really thought of stealing signs as cheating.
Seems to me its part of the fabric of the game.
If your team is getting their signs picked, do a better job creating signs.
Guess it's easier to complain about it.
