Need help for 84 Star Court Kings Michael Jordan

I saw a BGS graded 84 Star Court Kings Jordan with this unusual appearance on the upper front border area of the card. In fact, I matched as many 84 Court Kings Jordan as possible and this one is the only one like this. The blue border also seem a little lighter than the others. Could it be a counterfeit in a graded case. Please see attached picture for detail.
