Default 78% of bids are with the same seller?

I was about to bid on this item because I am working on the set when I noticed who the seller was and remembered some posts on these boards about him. So, I look at the high bidder and 78% of his bids are with the same seller. How does that happen?

found a card last week that I really Wanted to bid on and noticed it was being shilled so
I didnt bother bidding on it even though i really wanted it.Funny thing is that the seller is the same Seller of this auction

eBay used to stop shilling right away at the first sign. Now it seems they just let it go. 78% bid activity and over 2,000 items? Give me a break.

You would think that with enough of these threads happening on trading websites and people reporting that something would be done. Has a collective of people ever gone beyond just reporting via shill bidding and pushed all the way to actual customer service to raise a stink? Or course from Ebay's perspective, money is money, and the baseball card section probably isn't at the top of their list in terms of concern for buyers and losing potential customers.

Well, if you do bother to bid...FYI, "WE DID USE A STOCK PICTURE FOR THIS LOT" so showing the Magic, Wilkins, etc is lame.
