Comic Book Creation Program

I am working on a project and am in need of a simple, comic book creation program that allows me to upload my own pictures to the panels. Nothing fancy, just want to be able to do that and add some bubble wording.

Any suggestions?

There was a program out there called Comic Book Creator, but it won't run on Windows 7
