My bet would be on someone else tracing it. It's too shaky and, well, traced to be legit.

Just this morning I found a Ken Griffey Jr. 2003 Game Face auto that someone did that too as well. It's a little harder to notice because the picture isn't as clear but it's pretty obvious that the auto was faded and someone tried to trace over it to make it look bold. I just went back to find a link to the auction and now I can't find it.

EDIT:

Found it! If you look closely you can see the lines are very shaky and not at all crisp the way Jr.'s autos always are.
