This map shows which states produce the most NBA players - SBNation.com
Washington D.C. Has the highest percentage of players based on population in the league. Vermont has not yet produced an nba player. Mississippi is second on the list behind d.c. The article was a good read. Come On Vermont, let's go.

Author needs to do some real research before publishing such poor work.
He didn't even use the correct census map to support his attempted claims. Doctoral Thesis worthy: What stands out are Indiana and Kentucky. Those two states have reputations as basketball wonderlands but middle-of-the-pack black populations. That suggests that local culture plays a major role in basketball player development. And in fact, that cultural argument reinforces the correlation between black populations and higher rates of NBA player production we see in D.C., Mississippi and the U.S. Virgin Islands: basketball is a game deeply embedded in certain diverse populations.
