If card ends for under $4, card will be shipped in a toploader and plain white envelope, over $4 and it will be shipped in a bubble mailer. Never had any problems with either method

At the disclaimer.

I sell lots of Cards for 1 cent and $2 shipping. No point losing money on cards by shipping penny cards in a bubble mailer. I think its pretty obvious what the disclaimer is for.
