Default Shipping rates to Canada

I sent out a lego piece the other day. The USPS charged me $9.50 in a small bubble envelope, $9.50?????

Since when does it cost that much to send to Canada.
1 figure.

I have trades (cards) coming and going to Canada and it doesnt cost that much.

Was she doing something wrong?
